Time: Forrest on the park bench is the present of the whole movie. Forrest keeps going into the past to tell stories making the park bench he is on the only parts of the movie that are happening now. The year that Forrest is on the park bench is 1981 which also sets the year that is present.
Forrest grew up in his house in Alabama in the 50's and continued there until he went off in the army around 1967. He returns to his house after the army which is in the early 70's and he leaves again only to return when he hears that his mom is sick. When Forrest's mom dies, he lives at that house up until we see him on the park bench which would be around the 80's.
The time frame that Forrest was in the army for started in the year of 1967. Although he was hurt, he still stayed in it for a couple years until he was discharged. This was a time in history when many people thought that we shouldn't be fighting and it was very controversial for our troops to be sent over for someone else's war.

Impact: There are many significances in Forrest being at that park bench. First of all, Forrest is inspiring people and changing their lives as he sits their and tells people his stories. The park bench also in important to Forrest because he is going to see Jenny after a while, when they are both grown up, making Forrest feel hopeful.
Forrest grew up in his house so it definitely has had an effect on him. At first, his house was a place that made him feel comforted like every other kid's house should. His house while with Jenny living there, made Forrest feel elated because he had the woman he loved in his house living with him. After Jenny left, I imagine that Forrest felt is comfort in the house because it reminded him of Jenny and the proposal she turned down.
When Forrest was in the army, he befriended Bubba who later would become his best good friend. The army has impacted Forrest because it was where he meet his best good friend and also lost him. Being in the army has made Forrest feel companionship, become serious, and know the loss of close friends. The army is also where Forrest wrote to Jenny almost everyday.
